近日，杭州市发改委发布关于印发《关于进一步加快杭州市光伏发电项目建设的实施意见》的通知。
通知指出，对建设分布式光伏发电项目的企业，在核算电价时其自发自用电量不计入阶梯电价适用范围；地方新增可再生能源消费量，不纳入能耗总量考核。
在产业集聚区、产业园区、科技园区、特色小镇、绿色低碳园区、绿色低碳工厂、低(零)碳示范村(社区)等探索开展以光伏为主体的多能互补、源网荷储、微电网等分布式综合能源站项目建设，建立能容纳高比例波动性电力的局域高弹性电力系统，实现能源生产和使用的智能化匹配及协同运行。详情如下：
